The landscape of tech financing in Korea is undergoing a significant transformation with the introduction of the R&D Commercialization Securitization Guarantee by the Korea Technology finance Corporation (KOTEC). This innovative financial instrument, announced on August 3, 2026, aims to bolster the commercialization of government research and development (R&D) outcomes and public technologies.
With a commitment of 80 billion won in guarantees for the year, KOTEC is addressing a critical gap in the financing ecosystem for technology-innovation companies. These companies often struggle to secure commercialization funds despite achieving excellent R&D outcomes, highlighting the need for specialized financial support at this crucial stage.
Understanding the R&D Commercialization Securitization Guarantee
The R&D Commercialization Securitization Guarantee operates by bundling and securitizing corporate bonds and other debt instruments issued by multiple companies. KOTEC then reinforces the creditworthiness of these instruments through a guarantee. The underlying assets for this securitization include corporate bonds issued by companies commercializing completed government R&D projects and technologies transferred from public research institutions, as well as the technology-fee receivables held by public research institutions for technology transfers.
This approach not only diversifies the financial support mechanisms but also expands the scope of eligible assets. By including technology-fee receivables, KOTEC is ensuring that a broader range of companies can benefit from this initiative. The selection of support recipients will be based on a comprehensive evaluation of the company’s technology, marketability, business viability, and the value of the underlying assets.
Benefits and Incentives for Supported Companies
Companies selected for support under this guarantee will receive preferential benefits, including the highest guarantee limits by grade and base guarantee fee rates. Additionally, research institute companies, advanced technology companies, and small and medium enterprises located in provincial areas will enjoy reductions in evaluation fees. These incentives are designed to lower the financial barriers and encourage more companies to participate in the commercialization of innovative technologies.
The inclusion of technology-fee receivables as targets for securitization marks a significant expansion of financial support for technology commercialization. This move aligns with the revision of the Act on the Promotion of Technology Innovation of Small and Medium Enterprises which emphasizes the need for robust financial support during the commercialization stage.
KOTEC’s Vision for a Thriving Innovation Ecosystem
Following the establishment of the R&D Commercialization Project Guarantee in June, KOTEC has now added this securitization guarantee to further diversify its financial support mechanisms. This initiative is part of a broader strategy to ensure stable fundraising for technology-innovation companies and to facilitate the market entry of government R&D outcomes.
KOTEC Chairman Kwon Hyung-taek emphasized the importance of financial support for the commercialization process, stating, “For research and development outcomes to bear fruit in industrial settings, financial support for the subsequent commercialization process is important, not just technology development.” Through the R&D Commercialization Securitization Guarantee, KOTEC aims to actively support the market entry of technology-innovation companies and contribute to creating an innovation ecosystem where government R&D outcomes and public technologies lead to new growth engines.
As the tech industry continues to evolve, initiatives like the R&D Commercialization Securitization Guarantee are crucial in bridging the gap between innovation and market success. With 80 billion won in support, KOTEC is setting a new standard for tech financing in Korea, paving the way for a future driven by technological advancements and economic growth.
