Contributions to the Lost Tourism Fund: Guide to the FRI-TUR 2024 Call

The FRI-TUR 2024 (Tourism Business Revolving Fund) is an aid package for tourism, hotel and agritourism businesses to improve accommodation through energy efficiency, sustainability and modernization. This program is governed by a Notice from the Ministry of Tourism and contributes to the implementation of the project line “Business Revolving Fund for Business Support and Development Investments” provided for by the PNRR (National Recovery and Resilience Plan). The goal is to support at least 300 tourism companies by 31 December 2025.

Beneficiaries

The beneficiaries of FRI-tur 2024 include managers and owners of:

  • Hotel businesses
  • Agritourism businesses
  • Open-air accommodation facilities
  • Companies in the tourism, recreational, trade fair and conference sectors
  • Bathing establishments
  • Thermal complexes
  • Touristic ports
  • Theme parks (including water and wildlife parks)
  • Companies that have already benefited from the FRI-TUR 2023 Notice can submit new applications for different investment programs.

    Requirements for Businesses

    To obtain the benefits of FRI-TUR 2024, companies must:

    • Be regularly incorporated and registered in the Register of Companies.
    • Don’t be in liquidation or bankruptcy.
    • Have a stable organization in the national territory.
    • Be in compliance with building, urban planning, labor regulations, accident prevention and environmental protection.
    • Be in the ordinary accounting system or, in the case of agricultural or fishing sectors, undertake to adopt a separate accounting regime for the activity to be facilitated.

    Contribution to a Lost Fund

    The non-repayable contribution is granted based on the eligible limits of the expenses incurred for the investment program and varies according to the size of the company and the location of the investment:

    • Micro Enterprises: 30% (Zone A), 25% (Zone C), 15% (other Zones)
    • Small Businesses: 23% (Zone A), 20% (Zone C), 15% (other Zones)
    • Medium-sized Enterprises: 18% (Zone A), 15% (Zone C), 5% (other Zones)
    • Large Companies: 10% (Zone A), 5% (Zone C)

    Zones A include the regions of Molise, Campania, Puglia, Basilicata, Calabria, Sicily and Sardinia; Zone C includes parts of the regions of Northern and Central Italy.

    Subsidized Financing

    In addition to the non-repayable contribution, FRI-TUR 2024 offers two types of subsidized financing:

    1. Subsidized loan at a fixed rate of 0.50% with a duration of 48 to 180 months, including up to 36 months of pre-amortization.
    2. Bank financing at market rate, of the same amount and duration of the subsidized loan.

    These loans are alternative but can be combined with the non-repayable contribution, provided that the total does not exceed 100% of the eligible costs.

    What does FRI-TUR 2024 finance

    FRI-TUR 2024 finances investment programs for expenses between 500 thousand and 10 million euros, for interventions such as:

    • Increase in energy efficiency
    • Earthquake-resistant requalification
    • Elimination of architectural barriers
    • Extraordinary maintenance, restoration and conservative rehabilitation
    • Construction of thermal pools
    • Digitalization
    • Purchase and renewal of furniture

    These interventions must begin after the submission of the incentive application and must comply with national and European environmental legislation.

    Eligible Expenses

    Eligible expenses include those incurred directly by the beneficiary for the purchase of goods and services, which must:

    • Be paid through a dedicated bank account.
    • Be related to amortizable investments acquired in property and accounted for at least 3 years for SMEs and 5 years for large companies.
    • Be purchased at market conditions by companies or professionals not in a state of control, connection or association with respect to the beneficiary in the 24 months preceding the application.

    How to Apply

    Applications for the granting of non-repayable contributions are submitted exclusively through an online counter from July 1, 2024 (12:00) to July 31, 2024 (12:00) on the Invitalia website. It is necessary to register with SPID credentials or Electronic Identity Card (
    CIE).

    Starting from May 30, 2024 (12:00 p.m.), the forms necessary for submitting applications will be available.

    The investigation of the applications will be carried out in chronological order of submission and, in the event of a positive outcome, Invitalia will announce the granting of the recognized benefits.

    Financial Endowment and Managing Entity

    The FRI-TUR 2024 call provides for an allocation of 780 million euros for the period 2022 – 2025, of which 180 million are earmarked for contributions and 600 million for funding. The management is entrusted to the company Invitalia
