What does the Cohesion Decree 2024 Converted into Law provide
1,550 New Hires at MIT
In Article 6, the Parliament authorizes the Ministry of Infrastructure and Transport (MIT) to hire 550 permanent staff units to strengthen the powers of the dicastery and ensure the implementation of the interventions envisaged in the PNRR. Recruitments include:
- 100 units in the High Professionalism Area.
- 300 units in the Officials Area.
- 150 units in the Assistant Area.
2. Competition for 245 Municipal and Provincial Secretaries
The decree authorizes an expenditure of 1,330,000 euros for a competition aimed at hiring 245 municipal and provincial secretaries.
3. Amendments to ISCRO 2024
The decree introduces changes for access to ISCRO, eliminating the obligation to participate in professional refresher courses as a requirement and keeping them as an accompanying measure.
4. New Regions in the Simplified Logistics Zone
Article 13-bis establishes the Simplified Logistics Zone also in the port areas of regions in transition (Abruzzo, Marche and Umbria), not included in the Special Economic Zone for the South.
5. Extension of the LSU Worker’s Conventions
The decree extends the agreements concluded between the Ministry of Labor and the Regions for the use of socially useful workers until 31 December 2024.
6. Monitoring of Transition Plan 5.0 Funds
The decree modifies the rules for monitoring tax credits related to Transition Plans 4.0 and 5.0, including the possibility of allocating plants to self-consumption even if located at different sites.
7. News for Port Workers
The decree extends the operating period of agencies for the administration of labor in port to 90 months and allocates 6.6 million euros for 2024 for compensation for non-start work.
8. Contributions for the Merger of Municipalities
The Senate has established an increase of 5 million euros per year from 2024 to 2028 to encourage the merger of municipalities and reduce their number on the national territory.
9. Aid for Former Alitalia Workers
Article 28-ter provides for an increase in the spending limit for Alitalia and Alitalia Cityliner workers, raising the amount from 5.8 million euros to 24.2 million euros for 2024.
10. More Resources for Local Authorities
The decree establishes funds for associations, foundations and local authorities, with funding from:
- 500,000 euros for 2024 and 1,000,000 euros for 2025 and 2026 for the Ministry of University and Research.
- 1,400,000 euros for 2024, 1,205,172 euros for 2025 and 1,205,000 euros for 2026 for the Ministry of the Interior.
