Russia is on the brink of a significant shift in its approach to cryptocurrency. With new regulations set to take effect on September 1, 2026 the country’s largest bank, Sberbank predicts that the regulated crypto market could process between 3.5 trillion and 4 trillion rubles ($46.43 billion) in its first year. This projection offers a glimpse into the potential scale of Russia’s digital asset market and the opportunities it presents for investors.

The forecast, provided by SberCIB Investment Research represents approximately 20% of Russia’s current annual cryptocurrency transaction volume. This estimate is not a guaranteed minimum but rather a projection based on current market trends and investor behavior. The upper estimate of $46.43 billion is particularly noteworthy, as it highlights the substantial interest in crypto assets within Russia.

Market Projections and Growth Potential

Anatoly Popov Deputy Chairman of Sberbank, shared these insights with Russian state media outlet TASS. According to Popov, Russia’s daily cryptocurrency transaction volume currently averages around 50 billion rubles translating to approximately 18 trillion rubles annually. SberCIB expects about one-fifth of this activity to migrate to regulated exchanges within the first year.

The long-term outlook is equally promising. Sberbank anticipates that regulated cryptocurrency trading volume could grow to between 4.75 trillion and 5.25 trillion rubles by 2028 eventually climbing to approximately 7.5 trillion rubles ($87.06 billion) by 2029. However, Popov acknowledged that a significant portion of cryptocurrency activity will likely remain outside regulatory oversight, with unlicensed exchange platforms maintaining a substantial market share.

Investor Eligibility and Asset Restrictions

The new regulatory framework accommodates both qualified and non-qualified investors, albeit under different conditions. Non-qualified investors must pass a knowledge test before purchasing eligible cryptocurrencies and are limited to an annual expenditure of 300,000 rubles ($3,800) through each authorized intermediary. Qualified investors, on the other hand, must also complete testing but operate without spending limitations, gaining access to a broader selection of digital assets.

The Bank of Russia has proposed BitcoinEthereum and Tether’s USDT for organized trading, selected based on criteria such as market capitalization, trading volume, and established international price history. Other cryptocurrencies remain unavailable through regulated channels unless they meet the central bank’s standards. This restriction may drive interest in alternative coins toward unlicensed trading platforms.

Licensing Deadlines and Market Development

Existing crypto exchange providers have until July 1, 2027 to register under Russia’s new licensing framework. This transition period means the regulated market will not operate at full capacity immediately after the law takes effect. The central bank has also proposed rules covering exchanges, digital depositories, client accounts, and asset records, with official registers maintained for approved market participants.

Sberbank plans to launch crypto trading, custody, and digital-depository infrastructure by December 1, 2026. The bank has not yet finalized customer eligibility, supported assets, fees, or withdrawal terms. The first measurable results will depend on how many intermediaries enter the regulated system and how much activity moves away from unregistered services.

As Russia embarks on this new chapter in its approach to cryptocurrency, the projections and regulatory framework outlined by Sberbank and the Bank of Russia provide a roadmap for the country’s digital asset market. The anticipated growth and the opportunities it presents for investors underscore the significance of this development in the global crypto landscape.
