PIAO: Complete Guide to the Integrated Plan of Activities and Organization of the Public Administration

The integrated activity and organization plan (PIAO) represents a single public administration (PA) programming document. This tool, introduced by the recruitment decree and in force since 2022, aims to bring together and simplify various obligations, promoting an
integrated management of administrative activities.

What is the PIAO

The PIAO, or the integrated activity and organization plan, was created to replace several mandatory plans for public administrations, such as performance, agile work (POLA) and anti-corruption plans.

Introduced by Article 6 of Decree-Law No. 80 of 2021, known as the “recruitment decree”, it was converted into law on August 6, 2021, n. 113.

Objectives of the PIAO

The PIAO has as its main objective the simplification of administrative activity and the improvement of the quality and transparency of public services. It is a three-year plan, updated annually, with a deadline set at January 31 of each year for preparation
or updating.

Contents of the PIAO

The PIAO integrates several previously separated plans:

  • Performance plan
  • Three-year plan for the prevention of corruption and transparency
  • Plan for agile work
  • Staff requirements plan
  • Training plan
Content Details
  1. Programmatic and strategic objectives: Defined according to the principles of Article 10 of Legislative Decree No. 150 of 27 October 2009, with a link between individual and organizational performance.
  2. Human Capital Management and Organizational Development: Includes agile work strategies and human resource management.
  3. Training objectives: Annual and multi-year plans for digital literacy and the development of staff technical and managerial skills.
  4. Recruiting and valorization of resources: Planning of recruitment and career progressions, compatible with the three-year personnel requirements plan.

Interested Administrations

The PIAO is mandatory for public administrations with more than 50 employees, with the exception of schools and educational institutions. The administrations involved include:

  • State administrations
  • Self-governing companies and state administrations
  • Regions, provinces, municipalities and their associations
  • National health service bodies
  • University institutions
  • Chambers of commerce and their associations

Administrations with less than 50 employees will adopt a simplified plan as defined by Decree No. 132 of 30 June 2022.

Obligations for public administrations

Administrations must:

  • Approve the PIAO by January 31 of each year
  • Publish the PIAO on the institutional website
  • Send the PIAO to the Department of Public Service

In the event of non-adoption of the PIAO, it is not possible to provide result salaries to the responsible managers and the administration cannot proceed with new hires or assign consulting positions.

According to the Department of Public Service, the PIAO’s quality criteria include:

  • Public value
  • Agile work organization
  • Reduction of corruption risks and transparency
  • Staff performance and training

The PIAO aims to:

  • Ensure transparency in results and administrative activities
  • Combating corruption in accordance with current regulations
  • Simplify and reengineer administrative procedures
  • Ensure physical and digital accessibility to administrations
  • Respect gender equality in the composition of the examination committees of the competitions

Penalties for non-adoption

Failure to adopt the PIAO involves administrative penalties of 1,000 to 10,000 euros and a ban on awarding prizes to responsible managers.

The PIAO represents an important tool for simplifying and improving the efficiency of public administrations, combining various mandatory plans into a single three-year document. Its correct implementation is essential to ensure transparency, efficiency and quality in public services.
