New contract for state employees: increases and smart working

Payroll increases for civil servants

The new contract for state employees, valid for the three-year period 2022, introduces significant increases in the payroll, with an average increase of about 165 euros per month for 13 monthly payments. This agreement involves about 193,851 employees of ministries, tax agencies and non-economic public bodies, such as INPS and INAIL. However, the increases vary depending on the professional classification: from 121.40 euros for operators to 193.90 euros for
high professionalism.

Smart working and work flexibility

One of the most important innovations concerns agile working, which allows employees to work remotely for more than 50% of the time, under special circumstances. This flexibility is particularly beneficial for new hires and those who care for family members with disabilities or have health needs. In addition, food stamps will also be guaranteed for smart working days, smoothing out a situation hitherto uneven between the various administrations
.

Short work week and organizational innovations

The contract also provides for the possibility of experimenting with a four-day working week, keeping the 36 hours a week unchanged, with longer working days. This option is designed for central governments, excluding those with direct contacts with the public. In addition, a new age management approach is introduced, which aims to consider the different ages of employees and promote an intergenerational pact
.

Reactions and future prospects

The renewal of the contract has aroused mixed reactions among unions. While CISL-FP welcomed the agreement, stressing the importance of not interrupting the continuity of contract renewals, the CGIL expressed dissent, calling for a mobilization for November 29. The differences between trade union acronyms highlight the challenges that the public sector must face, in a context of limited public finance
and European commitments.
