Military salaries and pensions: the increases requested by unions for 2025

The unions have made demands to improve both the salaries and pensions of the Military and Police Forces, stressing the specificity and responsibilities of their work. The request was made to the Government as part of the discussions for the 2025 Budget Law. Below, we explore in detail the proposals presented and how they could affect salaries and pensions for this category of
workers.

Request for a salary increase for Military Forces and Police

During talks with the Government for the next Budget Law 2025, the unions called for a wage increase for the Military and Police Forces. The proposed increase should not be less than 5.74%, in line with what is expected for the CCNL Central Functions. This request does not only concern a simple salary increase, but represents recognition for the particularly demanding nature of the work carried out by these categories, who daily guarantee security and public order, even in situations of emergency and danger
.

The work carried out by the military and law enforcement agencies is unique in its complexity and unpredictability. This justifies, according to the unions, a higher wage than other categories of the public sector. The requested wage increase would represent a tangible sign of recognition for their key role in protecting institutions
and society.

Increase in pensions for Military Forces and Police

In addition to wage increases, unions have called for an improvement in pensions for the military and police forces. Currently, these workers can retire at 60, seven years earlier than employees in other categories. However, this early retirement often results in a lower pension, as fewer contributions are
made.

For this reason, unions are asking for a compensation mechanism that allows workers to receive a pension similar to what they would have received if they had worked up to the age of 67. This would guarantee adequate economic support for those who, due to the exhausting nature of the work done, are forced to retire early
.

Who would be entitled to the increases

If the Government were to accept the requests of the unions, the salary and pension increases would be applied to all permanent employees belonging to the Military and Police Forces. These include:

  • Carabinieri
  • Guardia di Finanza
  • Penitentiary Police
  • State Police
  • Army
  • Aeronautics
  • Navy
  • Fire Department
  • Port Authority

The question of resources

One of the main obstacles to accepting trade union requests is the availability of financial resources. The increase in salaries and pensions requires a significant economic commitment on the part of the State. The Government has already planned a general wage increase for civil servants in 2025, which could make it difficult to finance additional specific increases for military and
police forces.

Currently, the discussion is still open, and it will be necessary to find solutions to cover these demands without compromising the balance of public finances. Despite the obstacles, negotiations will continue, and we will update you
on any developments.
