The Lombardy Region’s new Call for Training to hire 2024 is now open. This initiative offers employment incentives for employers who operate in Lombardy and who hire workers who have been unemployed for at least 30 days, also providing them with adequate training. What are employment incentives in Lombardy
The
employment incentives of the Training to Hire 2024 call are benefits aimed at employers who hire staff who have been unemployed for at least 30 days. The contribution is provided on condition that the employer provides a training course to fill the skills gap of new hires. The incentive includes:
- An employment incentive of up to 8,000 euros.
- A voucher for worker training, worth a maximum of 3,000 euros.
Who are entitled to the Lombardy employment incentives
The incentives are intended for all employers with production units or operating offices in Lombardy that fall into one of the following categories:
- Companies registered in the Companies Register of the Chamber of Commerce.
- Third Sector entities registered in regional or provincial registers.
- Recognized associations and foundations with legal personality registered in the Regional Register.
- Self-employed workers with an active VAT number, on an individual or associated basis.
- Associations and consortia among the subjects listed above.
Who is not entitled to
The following are not eligible for concessions:
- Public administrations.
- Subjects enrolled in the regional register of accredited operators for training and employment services.
- Companies, bodies and professionals that provide advice and technical assistance for the call.
- Employers with primary activity in the following ATECO codes: 96.04.1, 96.04.10, 92.00.01, 92.00.02, 92.00.09, 47.78.94.
Requirements
Applicants must:
- Not be in a state of bankruptcy, liquidation, cessation of business or preventive arrangement.
- Be in compliance with occupational safety regulations, compulsory social insurance and tax regulations.
- Be in good standing with the payment of social security and welfare contributions.
- Respect state aid legislation and ‘de minimis’.
- Declare the applied national collective labor agreement.
Eligible workers
Incentives can be used to hire workers who have been unemployed for at least 30 days. Workers who are already beneficiaries of other regional active policy measures are excluded

Types of expected contributions
- Employment incentive
- 4,000 euros for workers up to 54 years old.
- 6,000 euros for workers up to 54 years old and workers from 55 years old.
- 8,000 euros for female workers aged 55 and over.
- Additional value of 1,000 euros if the recruitment is carried out by an employer with less than 50 employees.
- Training voucher
- Up to 3,000 euros for each hired worker, to cover the cost of the training course.
Accepted employment contracts
Employment contracts started on December 1, 2022 are allowed:
- Open-ended contracts.
- Fixed-term contracts of at least 12 months, including apprenticeships and extensions.
- Full-time or part-time contracts (at least 20 hours per week).
Excluded contracts
Administrative contracts and other forms of contract such as project work, occasional work, ancillary work, LSU-ASU, agency, participatory association, intermittent and domestic work are excluded.
Incentive delivery methods
The provision of incentives takes place on a reimbursement basis, after reporting, or in a single advance payment with a guarantee. The liquidation act will be adopted within 45 days of the application for liquidation

How to apply
The employer must submit an application for granting the benefit, including employment incentive and training voucher, through the Lombardy Region’s Online Calls information system, using the SPID, CIE or CRS-CNS credentials.

Application Deadline
Applications can be submitted until December 13, 2024, subject to the exhaustion of funds.

The incentives of the Training to Hire call aim to overcome the mismatch between demand and supply of labor, allowing companies to bridge the skills gap through training courses and employment incentives.
Regulatory process and resources
The call was initially funded with 15 million euros, then refinanced with 25 million euros for 2023-2024.
