The reshuffle, unveiled on August 30, also includes the appointment of ruling Democratic Party lawmaker Kim Seung-won to lead the Ministry of Justice and Kang Shin-chul former deputy commander of the South Korea-US Combined Forces Command, as the new defense minister. These changes mark a pivotal moment in President Lee Jae Myung‘s administration as it enters its second year.

Lee Hyoung-il: A Technocrat with Extensive Economic Experience

Lee Hyoung-il born in Daegu in 1971, brings a wealth of experience to his new role. He studied economics at Seoul National University and earned a doctorate from Texas A&M University. His career in public service began in 1993 after passing the national civil service examination.

Throughout his career, Lee has held key positions at the Finance Ministry, including director of the Economic Analysis Division and director general of the Economic Policy Bureau. He has also served in the presidential office under both the Moon Jae-in and Yoon Suk Yeol administrations, including as secretary for economic policy. In 2026, he was appointed commissioner of Statistics Korea and later became first vice finance minister.

Navigating Economic Challenges

Lee inherits an economy that is running hotter than expected. He will be working closely with the central bank, which is currently tightening policy, while the government is expected to boost fiscal spending for the year ahead. The government is set to roll out its 2027 budget next week, which will provide further insights into the economic direction under Lee’s leadership.

The new finance minister faces a complex economic landscape. Analysts are questioning the sustainability of the government’s expansionary fiscal policies, particularly in light of the recent rout in the local bond market.
