Inclusion Check 2024: amount, beneficiaries and how to submit the application

Since January 1, 2024, the Inclusion Check (ADI), the new national measure introduced to combat poverty and promote social inclusion, has officially been in force, which has replaced Citizenship Income. The ADI is aimed at families with specific conditions of fragility, with particular attention to the disabled, the elderly, minors and people in economic difficulties

In this guide, we will examine in detail who can request the Inclusion Check, the maximum amount paid and how to apply.

What is the Inclusion Check (ADI)

The Inclusion Check (ADI) is an economic subsidy and a tool for social integration, provided by the INPS. It is intended for families that include at least one disabled person, a minor, an elderly person over 60, or members in situations of particular social difficulty. The goal is to support these families through an economic contribution, linked to participation in a personalized path of social and work inclusion

The amount of the ADI may vary, depending on the composition of the family unit and the ISEE, from a minimum of 480 euros to a maximum of 6,000 euros per year, with an additional 3,360 euros for those who live for rent.

Who is entitled to the Inclusion Check

The Inclusion Allowance is reserved for families that meet at least one of the following criteria:

  • Presence of at least one disabled person in the family unit.
  • Presence of minors.
  • Presence of elderly people over 60 years of age.
  • Socially disadvantaged members, certified by territorial social and health services.

In addition, there are specific exemptions for women victims of violence and for new adults who live outside the family unit by order of the Judicial Authority.

Requirements to obtain the Inclusion Check

To be entitled to the Inclusion Allowance, the family unit must meet the following requirements:

  • Be Italian citizens or citizens of another EU State, or citizens of third countries with an EU residence permit, or refugees.
  • Have been resident in Italy for at least 5 years, including the last 2 on an ongoing basis.
  • Have an ISEE not exceeding 9,360 euros.
  • Do not own vehicles with a cylinder capacity greater than 1,600 cc or motorcycles greater than 250 cc, registered in the previous 36 months.
  • No component must be the owner of recreational boats or aircraft.

Furthermore, people who have voluntarily resigned from their work in the previous 12 months cannot benefit from the Inclusion Allowance, unless they are justified by legitimate cause.

Income and wealth requirements

In addition to the general requirements, access to the Inclusion Check depends on compliance with certain income and wealth thresholds:

  • Family income must be less than 6,000 euros per year, multiplied by the equivalence scale. If the family consists only of people over 67 or disabled, the threshold rises to 7,560 euros

  • Real estate assets (excluding the first home) must not exceed 30,000 euros.
  • The movable assets must not exceed 6,000 euros, which can be increased based on the family composition and the presence of disabled people.

Equivalence scale: how it works

The amount of the ADI is calculated by multiplying the income threshold by the equivalence scale parameter, which varies according to the number of members of the family unit:

  • 1 point for the applicant.
  • Variable increases depending on the presence of disabled people, minors or the elderly.

The equivalence scale can reach a maximum of 2.3, if there are family members with severe disabilities or lack self-sufficiency.

How much is the Inclusion Check

The amount of the Inclusion Allowance varies depending on the composition of the family unit:

  • From a minimum of 480 euros to a maximum of 6,000 euros per year (up to 500 euros per month), plus a possible supplement for rent of up to 280 euros per month.
  • For families composed of people over 67 or seriously disabled, the amount can reach up to 7,560 euros per year, with a rental contribution of 150 euros per month.

How to apply for the Inclusion Check

The application for the Inclusion Check can be submitted online through the INPS portal, using the SPID, CIE or CNS credentials. Alternatively, it is possible to contact authorized trusts or Tax Assistance Centers (CAF
).

After submitting the application, families must sign a Digital Activation Pact, subscribing to the Information System for Social and Labor Inclusion (SIISL). Subsequently, a personalized path of work or social inclusion will be defined

When does the Inclusion Check arrive

The payment of the Inclusion Check takes place on a monthly basis and is paid through the Inclusion Card, a rechargeable electronic payment instrument. The first payment is made starting from the 15th day of the month following the submission of the application and the signing of the Digital Activation Agreement

Duration of the Inclusion Allowance

The Inclusion Check has a maximum duration of 18 months, renewable for a further 12 months with a suspension of one month between periods.

Forfeiture and sanctions

The right to the Inclusion Allowance may lapse in the event of violations of obligations, such as the refusal of a suitable job offer, the failure to participate in training courses or the non-compliance with the rules established in the Inclusion Pact. In the case of false statements, there are criminal penalties with prison sentences of up to 6 years
