What Are Incentives for Hiring Disabled People Under 35

The incentives for hiring disabled people under 35 are one-time contributions intended for third sector bodies and organizations that hire people with disabilities under the age of 35.

The measure was established by Article 28 of the Labor Decree, subsequently amended by the Milleproroghe Decree 2024. The incentives concern permanent hires made between August 1, 2020 and September 30, 2024, including the transformation of fixed-term contracts into permanent contracts

The incentives include:

  • A one-time contribution of 12,000 euros for each recruitment made.
  • A monthly contribution of 1,000 euros for each month of work until September 30, 2024.

How to Apply for Incentives

The application to obtain incentives must be submitted through the INPS web portal, using the ‘Bidirectional Communication’ service available within the ‘Taxpayer’s Social Security Draw’. You must log in with SPID level 2 or higher, Electronic Identity Card (CIE) or National Service Card (CNS
).

Timing:

  • Applications can be submitted from September 2, 2024 to October 31, 2024.

Procedure:

  1. Access the INPS portal and select the option ‘INCENTIVE FOR THE WORK OF PEOPLE WITH DISABILITIES’.
  2. Attach forms A, B and C, duly completed and signed by the legal representative, together with a copy of the identity document.
  3. Upload the “Annex 3” file in .csv format, filled out according to the instructions provided.
  4. Enter the requested information, including employer data, the IBAN for the disbursement of the contribution and the hiring details.
  5. Save the file in .csv format and send the application through the “Bidirectional Communication” service.

After submission, the INPS issues a receipt with the identification code of the application. The results of the questions will be communicated through the same service

Necessary Documents to Attach

In addition to the required forms, the application must be accompanied by a replacement declaration (self-certification) that includes:

  • The identification data of the requesting entity.
  • The registration number in the Single National Registry of the Third Sector.
  • The details of the legal representative.
  • The details of the people with disabilities hired, including the tax code.
  • The regularity of contributions and the absence of defaults.
  • Compliance with the limit on the total amount of de minimis aid.
  • The IBAN on which to make the payment and a PEC address for communications.

Who Can Apply

The following individuals can apply for incentives:

  • Third Sector Entities (as defined by Article 4 of Legislative Decree No. 117 of 3 July 2017).
  • Voluntary organizations and social promotion associations involved in the transmigration process.
  • Non-profit social benefit organizations (ONLUS).

To obtain the incentive, hires must be for an indefinite period and took place between August 1, 2020 and September 30, 2024. The employer must also be in compliance with the Single Contribution Regularity Document (DURC) and must not have committed violations of the regulations on health and
safety at work.

How Much Does a Company Save

The contribution consists of:

  • 12,000 euros one-time for each permanent appointment.
  • 1,000 euros for each month of work until September 30, 2024.

If the contract is interrupted before September 30, 2024, the contribution is paid only until the date of termination of the relationship.
