What is the IMU

The IMU, or Own Municipal Tax, is a property tax that concerns the possession or ownership of real estate, excluding the first home (main residence), with exceptions for luxury homes, commercial real estate, agricultural land and buildable areas. What Are the 2024 IMU Bonuses

The 2024 IMU bonuses include exemptions, reductions and concessions for those who pay the IMU. Let’s see what are the main active benefits.

1. IMU bonus for properties on loan to Parenti

Since 2020, the IMU rate has been reduced by 50% for homes granted on loan for use to direct relatives (parents, children). This benefit does not apply to luxury properties (cadastral categories A/1, A/8 and A/9)

2. When do you pay the 50% IMU

The properties that can benefit from a 50% discount on the IMU are:

  • Buildings of historical or artistic interest.
  • Unusable or uninhabitable and unused buildings.

3. IMU exemption for buildings for cultural use

Buildings intended for cultural uses and those classified in cadastral categories from E/1 to E/9, which include transport stations, toll bridges, buildings for public needs and the like, are entitled to the IMU exemption.

4. 25% IMU bonus for the Agreed Fee

Properties leased at an agreed rent benefit from a 25% discount on the IMU. This facility promotes agreements between landlords and tenants to reduce the rent.

5. IMU exemption for places of worship

Buildings intended for the exercise of worship and those owned by the Holy See, foreign States and international organizations for which the exemption is provided are exempt from the IMU.

6. IMU Deductibility for Capital Properties

From 2022, businesses and self-employed workers can deduct 100% of the IMU paid for capital buildings, as required by the 2023 Budget Law. This benefit applies to real estate used for business or professional activity

7. IMU exemption for rural buildings

Rural buildings, such as farmer’s homes or buildings instrumental to agricultural activity, are exempt from the IMU, according to the Decree-Law of 1993 and the 2020 Budget Law.

8. IMU Exemption for

Collapsible Fabricates

Colliative properties, i.e. not suitable for residential purposes and unable to generate income, are exempt from the IMU, as confirmed by Resolution No. 4 of 2023.

9. IMU exemption for Social Purpose Properties

Properties used for welfare, health, educational and worship activities, carried out by public or private non-profit bodies, are exempt from the IMU, according to the 2024 Budget Law.

10. IMU Exemption for Non-Commercial Entities

Properties owned and used by non-commercial entities for activities worthy of protection are exempt from the IMU. This exemption also applies to real estate loaned to non-commercial public or private entities

Who Doesn’t Have to Pay the IMU

Properties owned by:

  • State.
  • Municipalities, Regions, Provinces and other public bodies for real estate in their territories.
  • National Health Service bodies for buildings intended for institutional tasks.
  • Public and private non-profit entities for properties used exclusively for non-commercial activities.

IMU 2024 rates

The IMU 2024 rates may vary depending on the decisions of the municipalities, which must submit a resolution by October 14 of each year. If not submitted by October 28, the rates of the previous year or the base rates set at national level apply

When to File the IMU 2024 Declaration

The deadlines for the IMU are:

  • June 16 for the payment of the down payment (postponed to June 17 in 2024).
  • June 30 for the presentation of the IMU declaration.

How to Get the 2024 IMU Bonuses

To obtain the IMU 2024 bonuses, it is necessary to submit the property documents to the City Council according to local regulations. The municipal authority will determine the applicable amount or exemption.
