Freedom 2024 income guide: requirements and how to apply

The income of freedom is a monthly economic contribution for women victims of violence, which aims to support them in building a path of economic independence and personal autonomy. For the year 2024, this measure was confirmed with a new allocation of funds, ensuring continuity and expansion

What is freedom income 2024

The freedom income is a monthly subsidy of 400 euros, provided for a maximum of 12 months, intended for women victims of violence who are in situations of economic difficulty. The main objective of this measure is to promote women’s economic independence and autonomy, allowing them to get out of situations of violence and poverty

Initially established by the Relaunch Decree, the income of freedom was made operational by the Decree of the President of the Council of Ministers of 17 December 2020, which created a specific fund to support this measure. The management of the subsidy is entrusted to the INPS, which coordinates the provision of resources in collaboration with the Regions and Autonomous Provinces

Requirements to access freedom income

To apply for freedom income, you must meet the following requirements:

  • being a woman victim of violence, followed by a recognized anti-violence center or local social services;
  • be resident in Italy;
  • have Italian citizenship or of a country of the European Union, or have a regular residence permit if a citizen of a non-EU country;
  • be in a condition of poverty and vulnerability, certified by the competent social services.

How does the freedom income work

The freedom income provides for the disbursement of 400 euros per month for a maximum of 12 months. The resources are intended to cover essential expenses such as
:

  • housing autonomy,
  • school and training support for minor children,
  • achievement of personal autonomy.

The amount is paid directly to the beneficiaries through the Regions, after the validation of the application by the INPS. Resources are limited, so it’s crucial to submit your application promptly

How to apply

The application for freedom income must be submitted to the municipality of residence or domicile, following the procedures established by local authorities. Some regions may offer the option to apply online. After collecting the applications, the municipalities send the documentation to the INPS for verification and disbursement of the contribution

Required documents

To complete your application, you must provide:

  • a statement signed by the legal representative of the anti-violence center attesting to the path of emancipation undertaken,
  • a social service certification confirming the condition of poverty.

These documents are essential for the approval of the application and must be submitted at the time of the request.

When is freedom income paid

Freedom income is paid monthly, but only until available resources are exhausted. In 2023, state funds ran out quickly, but some regions allocated additional resources. For 2024, funds are still available, but it is important to act quickly to ensure access to the subsidy

New funds 2024-2026

The 2024 Budget Law refinanced the freedom income fund with 10 million euros for each of the years 2024-2026. Starting in 2027, funding will be reduced to 6 million euros per year

Compatibility and cumulability

Freedom income is compatible with other forms of economic support, such as the inclusion allowance, and with other measures in favor of dependent children. The contribution is exempt from personal income tax.

Checks and revocation

The INPS is responsible for checks to ensure that the beneficiaries meet the requirements. In case of abandonment of the path of autonomy, the subsidy may be
revoked.
