Culture Charter for Disadvantaged Families 2024: What it is, Requirements and How to Request it

The Cultural Charter is a measure confirmed for 2024, aimed at families with an ISEE of less than 15,000 euros, which grants a contribution of 100 euros for the purchase of books and cultural products. This initiative is aimed at promoting access to culture for the most economically disadvantaged families. Although the measure is not yet operational, it is being activated.

What is the Charter of Culture for Disadvantaged Families?

The Cultural Charter is a bonus worth 100 euros, dedicated to families with an ISEE income of less than 15,000 euros. The card will be usable through a digital application, allowing you to purchase books, even in digital format, and other cultural products. The measure is aimed at supporting access to culture for families living in situations of economic difficulty.

When the card is available, it will be managed through the IO App, which is also used for other bonuses and public administration services.

Who Is Entitled to the Charter of Culture?

The Charter of Culture is reserved for:

•Italian and foreign citizens residing in Italy, in possession of a regular residence permit, if required.

•Families with an ordinary or current ISEE not exceeding 15,000 euros.

Each family unit can obtain only one card worth 100 euros, to be used within one year of issue.

How to Apply for the Culture Charter for Disadvantaged Families?

To request the Charter of Culture, interested families must respond to a notice that will be published on the website of the Center for Books and Reading. Applications will be evaluated based on the ISEE, giving preference to families with lower incomes. The beneficiaries will be selected based on a ranking, in compliance with the available annual spending limit of 1 million euros

At the moment, the procedure is not yet active, but detailed information will be provided on how to submit the request as soon as the announcement is published.

Documents Required to Apply for the Card

To request the Cultural Charter, it will be necessary to provide the following documents:

Tax number of the applicant and members of the family unit.

DSU Protocol (Single Replacement Declaration).

• Valid ordinary or current ISEE value.

How Does the Charter of Culture Work?

The Charter of Culture will be a dematerialized (digital) card, usable through the IO App. Here are the main steps for using it:

1. The beneficiary makes a purchase from an authorized merchant and confirms the transaction through the app.

2. The merchant accesses the dedicated platform and enters the ISBN of the books or cultural products purchased, recording the amount of the transaction.

3. The amount spent is immediately deducted from the available balance on the payee’s card.

4. The beneficiary will be able to view the remaining credit in real time through the IO app.

The card will be valid for one year from the date of issue and cannot be renewed.

How Much Is the Cultural Charter Worth?

The Cultural Charter has a nominal value of 100 euros, issued only once. The available credit must be spent within one year from the date of issue, otherwise the remaining amount will be lost

Where to Use the Culture Charter?

Purchases made with the Cultural Charter will be possible at authorized businesses, which will be included in an official list. Exhibitors already registered on the 18App platform, used for the Culture Bonus, will also be automatically included for the Culture Charter, unless they request
cancellation.

The list of enabled exercises will be made available when the program is activated.

What Can You Buy with the Culture Charter?

With the Cultural Charter it will be possible to purchase:

Books, including those in digital format, provided they have an ISBN.

Cultural products and services, such as tickets to museums or cultural events.

Additional details on eligible purchases will be provided when the card is operational.

Expiry of the Cultural Charter

The Cultural Charter will be valid for one year from the date of issue and can only be used once for each family unit that meets the requirements. It will not be possible to request its renewal when it
expires.

Regulatory References and Charter Procedure

The Charter of Culture was established by Law no. 15 of 13 February 2020 and regulated by Ministerial Decree of 10 February 2021, n. 73. The final green light came in December 2022, with the approval of the Privacy Guarantor for the use of sensitive data.

The Charter of Culture for Disadvantaged Families represents an important initiative to support the access to culture of economically fragile families.
