Announced with the PNRR Decree 2024 and confirmed by the Implementing Decree published in the Official Gazette on September 20, 2024, this measure aims to ensure compliance with accident prevention regulations through a scoring system that rewards
compliance with the rules and punishes violations.

What is a credit license for work security?
The credit license is a qualification system for companies and self-employed workers operating on construction sites. Every company or professional starts with an initial score of 30 credits, which may be reduced in case of violations of safety regulations at work, but can also be increased based on virtuous behavior. The objective is to certify compliance with accident prevention regulations, thus ensuring greater safety
on construction sites.
This system will be mandatory starting from October 1, 2024 and will cover all those who work on temporary or mobile construction sites.
Who must have a points license?
A credit license is mandatory for businesses and self-employed workers operating on construction sites. However, companies with an SOA qualification certificate, as specified by the PNRR Decree 2024, are exempt

How does a credit license work?
The credit license works with a system of points that start from an initial score of 30 credits. These credits can be reduced in case of security violations, but there are mechanisms for recovering points. Here’s how:
• Initial score: each company or self-employed person starts with 30 credits.
• Reductions: the points are reduced based on the seriousness of the violations, such as accidents at work or violations of regulations. For example, liability for a fatal accident may result in the loss of 20 credits

• Credit recovery: it is possible to recover up to 15 credits by participating in professional training courses. Each course attended allows you to recover 5 credits
.
• Suspension of the license: in the event of serious violations, such as fatal accidents or permanent disability, the Labor Inspectorate may suspend the license for up to 12 months.
What changes for businesses and the self-employed?
Operating on construction sites without a license or with an insufficient score (less than 15 credits) will result in serious penalties. Those who do not comply with this rule risk an administrative penalty of between 6,000 and 12,000 euros, in addition to being excluded from public works for six months

How is a driver’s license issued?
To obtain a credit license, the company or the self-employed worker must apply through the portal of the National Labor Inspectorate. Among the necessary requirements are registration with the Chamber of Commerce, possession of the DURC (Single Contribution Regularity Document) and compliance with training obligations in the field of
safety at work.
When does it take effect?
The credit license will be operational from October 1, 2024. From that moment on, all companies and self-employed workers that operate on construction sites must be in possession of a license with a minimum score of 15 credits

Resources and funding
The implementation of the credit license system will be supported by government funds, with a budget of 3.25 million euros for 2024 and 2.5 million euros starting in 2025.
