What does the Cohesion Decree 2024, converted into law, provide

After approval by the Chamber on July 2, 2024, the final text of the Cohesion Decree 2024 was published in the Official Gazette on July 6, 2024 (OJ General Series No. 157 of 06-07-2024). The Decree of May 1, 2024, or the Decree Law of 7 May 2024, n. 60, published in GU General Series No. 105 of 07-05-2024, became law after the approval of the Parliament. 1. 550 New Recruits at MIT In Article 6, paragraphs 6-ter, 6-quater, 6-quinques and 6-sexies, the Parliament, in the 2024 Cohesion Decree converted into law, authorizes the Ministry of Infrastructure and Transport (MIT) to hire staff with an indefinite contract, to be framed in different areas, in order to promote the strengthening and strengthening of the powers of the dicastery and to ensure the full implementation of the interventions envisaged in the PNRR. Competition for 245 Municipal and Provincial Secretaries During the examination in the Senate, article 6-bis was introduced, with which the Parliament authorizes, for the year 2024, the expenditure of 1,330,000 euros for carrying out the insolvency procedure aimed at hiring 245 municipal and provincial secretaries.
3. Changes in the Rules for ISCRO 2024 The Decree converted into law introduces some changes for access to ISCRO. For the purpose of using ISCRO, participation in professional development courses is no longer considered a necessary condition, but rather a measure to accompany this allowance. In addition, ISCRO beneficiaries authorize the INPS to transmit their contact data within the platforms provided for the activation of social inclusion and active policy measures

4. New Regions in the Simplified Logistics Zone Article 13-bis provides for the establishment of the Simplified Logistics Zone even in the port areas of the “Regions in transition” not included in the Special Economic Zone for the South. The regions in transition are Abruzzo, Marche and Umbria. The definition of the discipline of institutional procedures will be established by a Prime Ministerial Decree, after consulting the Unified State-City Conference

5. Extension of the Conventions for LSU Workers The Decree changes the deadlines of the agreements between the Ministry of Labor and the Regions for the use of socially useful workers, deferring the deadline for extending the agreements from 30 June 2024 to 31 December 2024.
6. Transition Plan 5.0 Fund Monitoring The Cohesion Decree 2024 changes some rules for monitoring tax credits for investments in capital goods and for research, development and innovation activities. The destination for self-consumption of the plants financed with the bonuses also applies when the plants are located at sites other than those where the self-consumer operates

7. News for Port Workers The Decree increases the final deadline for possible operation of agencies for the administration of port work and for professional retraining from 81 to 90 months. A supplement of 6.6 million euros is also allocated for 2024 for the allowance for days off work.
8. Contributions to Encourage the Merger of Municipalities The fund to guarantee the disbursement of extraordinary contributions aimed at encouraging the merger of municipalities is increased by 5 million euros per year, for the years from 2024 to 2028, with the aim of reducing the number of municipalities on the national territory.
9. Aid for Former Alitalia Workers Article 28-ter provides for an increase in expenditure for interventions in favor of the workers of Alitalia-Società Aerea Italiana Spa and Alitalia Cityliner Spa. In addition, the transfer of resources to the Solidarity Fund for the air transport sector and the airport system is increased, bringing the amount for 2024 to 24.2 million euros

When does the Cohesion Decree come into force
