The negotiations between ARAN, organizations and trade union confederations concern the renewal of the national collective labor agreement (CCNL) of the central functions sector, which affects 193,851 civil servants. What does the 2024 State Contract Renewal provide
The renewal of the contract for civil servants 2024, in progress, includes numerous changes anticipated with the act of address of the Ministry for Public Administration. Here are the main ones:
1. Merit and Performance Awards
The Ministry’s act of guidance establishes that employee awards must be awarded based on merit and on the evaluation of individual and organizational performance. Economic progressions will no longer be based only on length of service, but on a differentiation of the scores attributed to the different educational and professional qualifications

The renewal of the contract will introduce greater flexibility for the use of smart working, overcoming the principle of the prevalence of face-to-face work. A fast track will be provided for certain categories of employees, with the aim of improving work-life balance and

3. Towards a New Professional Order
The new professional system will be based on the concept of “professional family”, a descriptive container of skills, knowledge and abilities, adaptable to the organizational context of the administrations.
4. Staff Training and Awards
The renewal of the CCNL provides for measures that relate participation in training courses with economic progressions. Employees will be able to receive extra rewards and incentives for participating in training courses, with a minimum of 24 hours of guaranteed training per year

5. Overtime Compensation Increases
The increases in tabular salaries will also have an effect on compensation for overtime work, with an increased hourly measure adjusted to the new hourly wage, including the accrual of the thirteenth month’s rent.
6. Welfare to be Enhanced
Minister Paolo Zangrillo emphasized the importance of developing the corporate welfare system in national bargaining, giving priority to tax and contribution benefits.
7. New Rules on Funds for Decentralized Resources
A review of the funding mechanisms for decentralized resources is necessary, to align them with the new recruitment discipline, which involves the replacement of 100% turnover.
8. More Trade Union Participation
National bargaining must provide for a greater enhancement of joint bodies, encouraging a constant dialogue between the parties for the renewal of the public administration.
9. Resources for CCNL Renewals
The 2024 budget law has allocated 8 billion euros for the renewal of the CCNL, including funds for the renewal of the CCNL’s central functions.
10. CCNL integration for MAECI Employees
On 27 June 2024, a national collective employment agreement was signed to integrate the CCNL of the personnel of the central functions sector, concerning the personnel hired by the MAECI in diplomatic and consular offices. The agreement recognizes pay increases for the three-year contract period 2019-2021

When Does the State Contract Renewal Come into Effect
The renewal of the 2024 state contract will take effect as soon as the collective bargaining is concluded and will be published in the official gazette.
