The law on heat at work in 2024 is defined by the Agriculture Decree converted into law, which introduces transitional rules for social safety nets in the event of exceptional climatic situations.

The law has allocated 2 million euros for wage supplementation treatment for permanent agricultural employees (CISOA) and 11 million euros for the CIGO for objectively unavoidable events (
EONE).

Companies whose workers have to face temperatures above 35° can apply for layoffs due to excessive heat. The assessment of the integrability of the reason for “weather events” must consider both the recorded and perceived temperatures

Who is entitled to the redundancy fund for heat

The layoffs are due to permanent workers in specific sectors, such as agricultural work, drafting of the road surface, the renovation of facades and roofs, and other outdoor activities not protected from the sun. The CIGO for excessive heat is also applicable to the construction, stone and excavation sectors

How the Layoffs for Excessive Heat Work

Layoffs with a reason for climatic events are implemented like ordinary wage supplementation, without periods falling within the maximum duration of treatments set at 52 weeks in the mobile two-year period. The company must indicate the days of suspension or reduction of work activity and specify the type of processing in progress, without the need for declarations from ARPAL or other certified bodies

How to Apply for Layoffs for Caldo

The procedure for applying for layoffs due to excessive heat is provided through the INPS web portal, authenticating with SPID, CIE or CNS.

1) Submit a CIGO Application for Heat: The application can be submitted through the “Services for companies and consultants” on the INPS portal. The disbursement takes place through adjustment on UNIEMENS or direct payment
to the worker.

2) Submit CISOA Application for Heat: CISOA applications for excessive heat must be submitted in the usual manner, indicating the reason for “CISOA reduction in atmospheric events” within 15 days from the start of the reduction event.

CISOA treatments will be paid to the interested parties with direct payment by the Institute.
