From July 8, it is possible to apply for the 2024 adoption bonus up to 6500 euros. It can be requested by couples of parents who have started an adoption process considered “complex”, not yet completed on January 1, 2024 due to the occurrence of a series of critical issues or because it started before
the Covid-19 pandemic.

What is the 2024 adoption bonus
The 2024 adoption bonus is an economic contribution of up to 6500 euros dedicated to couples of parents who have faced complex adoption procedures at an international level. The legislation defines adoption procedures not yet completed as of January 1, 2024 as “complex”, due to specific critical conditions due to the problems and slowdowns resulting from the pandemic crisis generated by the spread of Covid-19, as well as to the particular geopolitical situations that characterize
relations with some States.
The measure is regulated by the Decree of the Ministry for Family, Birth and Equal Opportunities of 29 April 2024, signed by Minister Eugenia Roccella and announced in the Official Gazette General Series No. 149 of 27-06-2024. You can apply no later than 23:59 on October 5, 2024

Who is it up to
The 2024 adoption bonus is due to adoptive parents if their international adoption procedure, initiated through the assignment to an authorized body, results, alternately:
- before January 30, 2020 (the date of the declaration of a state of international public health emergency by the World Health Organization) and not yet concluded on the date of January 1, 2024;
- launched in the countries of origin China, Ukraine, Russian Federation, Belarus (considered countries with particular geopolitical situations) and not yet concluded as of January 1, 2024.
No other requirements, such as ISEE or age restrictions, are required.
How much does it amount to
The 2024 adoption bonus has an amount that varies from 3500 to 6500 euros. The exact figure depends on the conditions that made the adoption procedure complex. Specifically, it is equal to:
- 3500 euros for each couple who had problems during the adoption process due to the slowdowns related to Covid-19;
- 5000 euros for each couple who had difficulties in the adoption process due to complex relationships with some States;
- 6500 euros for each couple in the case of aspiring parents who have faced (or are facing) a difficult adoption process, both because of Covid and because of complex international relationships with some States.
How to apply for the 2024 adoption bonus
Couples who meet the required requirements can apply jointly for the 2024 adoption bonus through the Department for Family Policy’s “Transparent Adoption” online system, accessible through SPID or Electronic Identity Card (CIE).
The request for contribution must be drawn up, under penalty of inadmissibility, entering all the information and documents requested according to the operating procedures explained in the application procedure. In addition, the application must be accompanied by the valid identity document of both spouses

Application Deadline
Applications for the 2024 adoption bonus may be submitted, under penalty of inadmissibility, from 00:01 on July 8, 2024, to 23:59 on October 5, 2024.
How does the 2024 adoption bonus work
The 2024 adoption bonus works through a special recognition procedure managed by the Commission for International Adoptions, which within 60 days starting from October 5, 2024 (deadline for submitting applications), is required to complete the investigations on the admissibility of applications.
After that, the liquidation of the contribution subject to each application will be ordered by a Decree published by the Head of Department of Family Policies, after the positive outcome of the related investigation.
In case of positive feedback, applicants will receive the adoption bonus directly on the IBAN indicated during the application phase, within the limit of the resources allocated for 2024. For this measure, overall, the Government has allocated 4,377,500 euros
for the year 2024.
